Stillman Consulting Services
SCS was founded in 1996 to assist insurance companies and insurance regulators with regulatory and receivership matters. The practice expanded to include receiverships of troubled companies and assets and companies that are the subject of ownership disputes. Mr. Stillman, president and founder, is an attorney and Was a Certified Insurance Receiver for all lines of insurance for many years. He is a court-appointed Special Deputy Receiver and serves or has served as a receiver of property/casualty, life, health, HMO and surety companies. Mr. Stillman served as counsel with the Utah Insurance Department and has drafted and assisted with the adoption of many sections of the Utah Insurance Code and Rules dealing with receivership and administrative law issues.
As an attorney, Mr. Stillman practiced in the fields of workers compensation and plaintiff's personal injury. He represents insurance companies in insurance regulatory areas including mergers and acquisitions, licensing and market conduct compliance.
Mr. Stillman is the founder of the Utah Insurance Receivers Office which handles the affairs of Utah insurance companies in insolvency proveedings.
While at the insurance department, Mr Stillman served on numerous committees of the National Association of Insurance Commissioners (NAIC) and remains an active participant in the meetings of that organization.
